To generate steam, you have to reach at least 100C, or 212 degrees Fahrenheit. However, the more pressure that exists in the boiler, the higher the temperature can be. So you could have a boiler with a water temp of 450 degrees F. Someone who knows more about steam than I do can tell you what pressure it would be at in this condition.
